Whole Building Assistance

This measure incentivizes building owners to evaluate the effectiveness and efficiency of current building systems for optimal performance. The Hawaii Energy incentive will cover a portion of the commissioning study cost, plus an additional amount based on actual energy savings and peak demand reduction.

Benefits with Whole-Building approach.

Deep versus conventional retrofits Standard energy-efficiency retrofits focus on individual upgrades, like lighting or a new AC/Chiller. These retrofits are simple and fast, but they may miss opportunities for larger energy savings. Deeper retrofits take a whole-building approach and addressing many systems. Conventional retrofits typically result in savings of 15 to 25 percent; recent whole-building retrofits showed 30 to 50 percent savings in a wide range of projects, according to the New Buildings Institute.


How do I start?

  1. Pre Work: Review Hawaii Energy rules and requirements. Select an energy auditor/commissioning specialist from one of our Clean Energy Allies or a firm of your choice. Complete and submit Hawaii Energy Business application for pre-approval.
  2. Audit: Once pre-approved by Hawaii Energy, your selected energy auditor/commissioning specialist may proceed with the project
  3. Optimization: For commissioning projects, major facility equipment will be analyzed and calibrated for optimal performance. Facility staff will receive operations and maintenance refresher training provided by the commissioning firm.
  4. Rebates: Hawaii Energy distributes the rebate for the project after reviewing the final audit/commissioning report for completeness.
  5. Follow up: Implement efficiency measures that were identified during the course of the project as having reasonable simple payback periods.

Retro-commissioning is a process for investigating the mechanical, lighting and control systems of an existing building and identifying operational improvements



  1. ASHRAE Level 2 – Energy Survey and Analysis
    This type of audit identifies all energy conservation measures appropriate for the facility given its operating parameters. A detailed financial analysis is performed for each measure based on implementation cost estimates, site-specific operating cost savings, and the customer’s investment criteria. Sufficient detail is provided to justify project implementation.
  2. ASHRAE Level 3 – Detailed Analysis of Capital Intensive Modifications
    This level of engineering analysis focuses on the potential capital-intensive projects identified in the Level 2 analysis and involves more detailed field data gathering as well as a more rigorous engineering analysis. It provides detailed project cost and savings calculations with the high level of confidence required for major capital investment decisions. This audit alternatively is called a comprehensive audit, detailed audit, or technical analysis audit.



The RCx Program is open to HECO commercial customers (e.g., HECO, MECO or HELCO) who operate buildings with the following characteristics:

  • Own or operate a high energy usage facility that has at least 50,000 square feet of conditioned space or that consumes at least 1,000,000 kWh/year
  • For retro-commissioning, building has been in service for at least 2 years and has never been commissioned before. For re- commissioning, it has been at least 5 years since the last commissioning activity.

Requires pre-approval and must meet other Program requirements, see corresponding Rules & Requirements for details.

Incentives capped by building square footage as well.

  1. 20¢ per sq.ft. of the commissioned facility up to $30,000, but capped at 50% of the Re|Retro- Commissioning cost
  2. Additional 8¢ per kWh saved in the first year

ASHRAE Level 2 Audit*: 5¢ per sq.ft. of the audited facility up to $15,000, but capped at 85% of the audit cost

ASHRAE Level 3 Audit*: 10¢ per sq.ft. of the audited facility up to $25,000, but capped at 85% of the audit cost

*Additional 10% will be applied to projects identified in audits

(Level 2 & 3) and implemented within 2 years of audit completion.
